The Division of Local Government Services under the Department of Community Affairs released guidance May 18 on the impact of P.L.2010 c.2 on local units of government including school districts. The guidance addresses concerns for local units in the State Health Benefits Plan as well as those in local health benefit plans.
The information is based on information previously promulgated by the Division of Pensions and Benefits under the Department of Treasury but provides additional guidance for non-SHBP participating local units.
It is NJPSA’s opinion that the opt-out provision (i.e. waiver of coverage) is not applicable to local school district plans.
